DINGMANS FERRY, Pa. - A former Pennsylvania Department of Transportation employee has been charged with stealing more than $33,000 in taxpayer money by allegedly overcharging a department-issued purchasing card and depositing the difference into her personal bank account, according to the Pennsylvania Attorney General’s Office.

Tracy Touzalin, 55, of Dingmans Ferry, was charged Wednesday with felony theft by deception and three related felony offenses stemming from conduct that allegedly occurred between 2023 and 2025 while she worked as a PennDOT roadway programs technician in Pike County.

According to investigators, Touzalin created fraudulent purchase orders that allowed her to overcharge a PennDOT-issued purchasing card for janitorial services.

Investigators said Touzalin charged PennDOT a total of $57,920 for janitorial services between June 2023 and March 2025. Of that amount, $24,470 was actually paid to cleaners, while the remaining $33,450 was allegedly deposited into Touzalin’s personal bank account.

“This defendant was entrusted with taxpayer dollars that should have supported much-needed infrastructure projects, but instead went into her personal bank account,” Attorney General Dave Sunday said in a statement. “This conduct is criminal theft and a betrayal of the public she was hired to serve.”

Touzalin was arraigned Wednesday morning and released on her own recognizance.

The Attorney General’s Office said the case was referred by the Pennsylvania Office of General Counsel and is being prosecuted by Deputy Attorney General Andrew Biggins.
